Trump Administration Issues an Executive Order on Grants

NJAMHAA is sharing the following information from the National Council on Mental Wellbeing's Capitol Connector (August 8, 2025):

"On Thursday, Aug. 7, the Trump Administration released the executive order (EO) Improving Oversight of Federal Grantmaking. The EO directs each federal agency head to designate a senior appointee to create a process for reviewing grant announcements and ensuring awarded grants are “consistent with agency priorities and the national interest.” Within 30 days, agency heads are required to review their agency's standard grant terms and conditions and submit a report to the Office of Management and Budget. This report must detail whether their discretionary grant terms allow termination for convenience, including when awards no longer support program goals or national interests, and provide data on how many active awards include such provisions. The EO appears to apply to discretionary grants (those awarded at an agency’s discretion) and does not include entitlement programs or block grants. Read additional analysis.
